A Citiparks Mural in East Liberty - artist unknown

We’ve found other murals that Citiparks has been involved with that have been projects where they brought kids together with artists to create mosaics. This does not appear to follow that pattern. We found a reference to this area in the minutes of the City of Pittsburgh’s Art Commission from March of 2010. At that time they were transitioning to two way traffic on Penn Circle and the developer had just broken ground on the new Target store that’s across the street from this mural. In the meeting minutes they mention that the landscaping around the Target site would have to be completed by a specific date and that the streetscaping would extend along Penn Circle East to the corner of Broad St. They discuss benches, trees, bike racks and trash cans but not the mural specifically. They do say the the goal for the area was to make it a pedestrian–friendly, welcoming and attractive streetscape. Still – no reference there or anywhere else that we’ve found regarding the artist(s) or sponsor for this mural. The only clue we have is that it’s essentially signed Citiparks.
